Capability development elements that are within management control are acquisition of knowledge and skills. The CDMS is designed to manage the acquisition of knowledge and skills of job incumbents to meet their current job requirements as well as to prepare them for their future prospective job assignments.

Although it has been specifically developed for technically biased jobs, the CDMS can be developed for other disciplines of any functioning groups or organisations.

Managed documented system practices ensure effective and consistent implementation based on standards that can continually be improved. Effectiveness is ensured by clearly defined and measured system performances.

It is not an off the shelf product. A CDMS for any organisation will be customised to its needs. MENTOR will analyse each customer’s existing practices and will recommend changes to the prevailing practice and integrate them into a management system.

Development of a CDMS can be done within 6 months depending on the scope and size of the organisation. Supervised implementation of the CDMS is recommended to be over a cycle of one year.

There will indeed be a return on investment in CDMS as people and their capability are the requisites in the realisation of organisational performance targets. However, direct quantification of these monetary benefits will not be as easily done.

The end result is an assurance that the company have the right people with the right capabilities to carry out the job effectively. It is recommended that Company standardise the CDMS for all Operation Plant Units and also be used to track the competency development of the new intake.
